Critical illness is defined by high medical cost incurred while treating the illness instead of disease types, a guideline on implementing critical illness insurance program comprehensively on urban and rural residents stated. Previously, only certain types of disease designated as critical illness by the government were qualified for reimbursement. The guideline, released by the General Office of the State Council, also said that critical illness insurance payment should account for at least 50% of the total medical cost in 2015.
