Domestic roaming fees have been charged for over two decades. Technically, the cost of offering a domestic roaming service is virtually zero now. International roaming fees in many countries and regions are also unjustifiably high. Chinese mobile phone users usually have to pay 30 or 40 yuan per minute while making calls abroad. With the number of outbound tourists rising and integration of neighboring cities in the same region in China accelerating, the inconvenience caused by high roaming rates has become an acute problem, and the number of voices calling for canceling domestic roaming charges and lowering international roaming charges are growing.
